Platform & Issues

Fighting for Every Tarrant County Taxpayer

The Appraisal Review Board is the last line of defense between property owners and an unfair tax burden. Here is where Marshall stands.

Fair & Transparent Process

Every property owner deserves a hearing that is impartial, understandable, and free from intimidation.

  • Require clear written explanations for every appraisal decision
  • Ensure hearings are conducted in plain language — not bureaucratic jargon
  • Publish ARB hearing schedules and outcomes for full public accountability
  • Oppose any practice that discourages property owners from exercising their protest rights

Taxpayer Advocacy

The ARB must serve the people of Tarrant County — not the appraisal district's revenue targets.

  • Treat every protest — residential or commercial — with equal seriousness
  • Actively inform property owners of their right to protest and how to do it
  • Support expanded access to comparable sales data so owners can build strong cases
  • Advocate for reasonable hearing times that allow owners to fully present their evidence

Accountability & Independence

An effective ARB must be genuinely independent — free from political pressure and conflicts of interest.

  • Recuse from any hearing where a conflict of interest exists
  • Support mandatory ethics training for all ARB members
  • Oppose rubber-stamping of appraisal district valuations without independent review
  • Welcome public comment and community input on ARB procedures

Small Business & Commercial Relief

Tarrant County's businesses drive our economy. Inflated commercial appraisals hurt jobs and local investment.

  • Apply the same rigorous scrutiny to commercial valuations as residential
  • Recognize income-approach and cost-approach evidence in commercial hearings
  • Support streamlined processes for small business owners who cannot afford legal representation
  • Ensure market downturns are reflected promptly in commercial assessments
